[html4all] closed issue-tracker issues

Does anyone following the teleconferences closely know why these two  
issues have been closed:

  • no summary attribute for tables[1]
  • distributed extensibility (i.e., namespaces)[2]

I saw these in the issue-tracker system when I was preparing the  
latest list of issues, but I didn't realize they were 'closed' status.
