[html4all] Unified approach to media elements

Hi Gregory and all,

I was looking at your recent page to add caption, legend, help/hint  
elements to HTML5[1]. I had been considering the same problem of hint/ 
help with a bit of a different perspective, though also inspired by  
XForms hint element[2]. On that wiki page, I also propose applying the  
separation of concerns to the concept of a tooltip which gets  
conflated in its semantic and presentational forms. In this way, CSS  
would afford authors the ability to control what content gets floated  
above the document in the visual presentation (e.g., causing the title  
attribute contents to float above an element when the pointer hovers  
over that element). On the other hand this provides eliminates the  
incentive authors have to misuse elements and attributes so that the  
'title attribute or the 'hint' element retain their intended uses.
